Emily Menashes is New Acting Assistant Administrator for NOAA Fisheries
SeafoodNews.com by Peggy Parker - February 12, 2025
In a quiet move that did not generate much news, former Deputy Assistant Administrator for NOAA Fisheries is now Acting Assistant Administrator for the agency. Menashes has 24 years of experience working within the federal government on a wide range of coastal and ocean conservation and management issues. She replaces Janet Coit, whose tenure as head of the agency ended with the Biden administration. As “acting” AA, Menashes is expected to be replaced by President Trump’s pick or that of his nominee for Secretary of Commerce, Howard Lutnick. Lutnick’s nomination was approved by the Senate Commerce, Science and Transportation Committee on a 16-12 vote to go before the full Senate for final confirmation in the coming days. All Republicans and one Democrat — Sen. John Fetterman of Pennsylvania — advanced Howard Lutnick’s nomination to lead the Commerce Department, 16-12.Maria Cantwell, D-WA, withheld her support for Lutnick, currently CEO of Cantor Fitzgerald, because he failed to say he would prevent a shutdown of the National Oceanic and Atmospheric Administration (parent agency to NOAA Fisheries or NMFS, both within the Department of Commerce) during his Senate committee hearing. She was also concerned about his refusal to honor funding commitments to the agency.President Trump’s nominees for Commerce and for NOAA appear to be on their way to Senate confirmation shortly. His pick for NOAA administrator, Dr. Neil Jacobs, has been widely supported by the fishing industry and was approved by the Senate Committee last week. If confirmed, Jacobs will be the person Menaches reports to directly.Menashes will oversee NOAA Fisheries’ 4,800 employees in five regional offices, six science centers, and more than 20 laboratories in 15 states and U.S. territories. As NOAA Fisheries’ assistant administrator, Menashes will also lead recreational and commercial fisheries management within federal waters of the U.S. exclusive economic zone and Marine mammal protection and marine protected species conservation.Prior to this role, Menashes was the Deputy Assistant Administrator for Operations, providing oversight of the agency’s budget as well as its facilities operations nationally. She also oversaw the headquarters offices of Human Capital Management; International Affairs, Trade and Commerce; Law Enforcement; Aquaculture; Policy; Communications; EEO; and the implementation of the National Seafood Strategy. She has held leadership-level positions across several line offices, including NOAA Fisheries, NOAA Ocean Service, and NOAA Research. Menashes holds an M.S. in Marine Resource Management from Oregon State University and a B.A. in Biology and Environmental Studies from Bowdoin College.
